
The Independent Professional Football League is a division of the Association of Independent Sports, Inc., a vision of HRH Shedrick R. Perro, created as an alternative to professional sports including, Football, Basketball, Volleyball, Soccer, Baseball, Tennis, Golf, Gymnastics, Track & Field and Swimming, with other sports being added, such a Lacrosse, Cricket, Hockey, PickleBall, etc. HRH Perro is a business mogul with holdings in Film, Television, Music, Real Estate, Hospitality, Fashion, Manufacturing and Finance. His vision was inspired by the multiple athletes competing, in vain, for opportunities in Professional Sports. The number of athletes far exceed the number of opportunities, so HRH Perro, created an alternative Independent Professional Sports Association to allow athletes opportunities to compete in Televised Games, with all athletes earning salaries, from age 8 through Adult, starting with Indie Pro Football… The IPFL.

E Jay Mathews: International Promoter and Entertainment Visionary
E Jay Mathews is an accomplished International Promoter with an illustrious career spanning
over two decades (2002-2025) in the realms of boxing matches, concerts, and theatrical plays
across multiple countries, including the United States, Ghana, Tanzania, Kenya,
Johannesburg, South Africa, and the UAE,Dubai.
Mathews list of accomplishments include but are not limited to producer of the 1996 Atlanta
Olympic “Athlete Village” concert stages, 1998 Super Bowl Halftime “Motown Tribute” as well
as the Off-Broadway plays :Making It, The Little Black Dress, and upcoming Wicked Ways. E
Jay is also credited with creating the “Little Big Game.”
From 2023 to the present, Mathews has taken on the role of Executive Vice President of
Operations for the Indi Pro Football League, the first Black-owned and operated football league
in the nation. Additionally, he serves as the Executive Producer of the acclaimed project “Wicked Ways”
In his early years, Mathews was closely associated with boxing legend Tommy “Hit Man” Hearns, traveling the globe with his childhood friend for over 50 years.
A significant figure in the boxing world, Mathews has been a mentor to Michael Moorer, a
three-time Heavyweight World Champion, for over 40 years. His influence extends beyond
sports; he has forged connections with six seated U.S. Presidents, including a notable
friendship with Bill Clinton. Mathews played a vital role in helping Barack Obama secure his
presidency and was befriended and mentored by the legendary promoter Butch Lewis until
Lewis’s passing.

extensive experience and connections to foster new talent and innovative projects.

Ron LeGrand is a consultant and licensed attorney in Pennsylvania and Washington, D.C., and currently serves as Deputy Director of the Independent Professional Football League. He is the CEO of The LeGrand Group, LLC, where his work focuses on gender-based violence prevention, criminal justice reform, healthcare policy, substance abuse disorders, and legislative affairs.
Throughout his career, Ron has held numerous leadership roles in government, nonprofit, and corporate sectors. He previously served as Vice President for Public Policy at the National Network to End Domestic Violence (NNEDV), Policy Director for the National Criminal Justice Association, and Policy Consultant for Fair and Just Prosecution. Earlier in his career, he served as Counsel to several U.S. Congressional committees, including the Senate Judiciary Committee under Senator Joe Biden, and as a federal narcotics prosecutor with the U.S. Department of Justice. He also served as a Special Agent with the U.S. Drug Enforcement Administration.
Ron has worked extensively with national organizations addressing domestic violence and social justice and has been a frequent speaker at conferences and public forums. His contributions to public policy include work on the Violence Against Women Reauthorization Act of 2013 and the Justice for All Reauthorization Act of 2016.
He has received numerous honors, including recognition as one of Washingtonian Magazine’s “500 Most Influential People on Policy” (2022–2024) and inclusion in Who’s Who in Black Washington, D.C. Ron holds a B.A. and J.D. from Boston College, serves on the board of the Alabama Coalition Against Domestic Violence, and is a member of Alpha Phi Alpha Fraternity and the 100 Black Men of America.
